Foreign minor children who are younger than 15 years old and are travelling to the Philippines unaccompanied by parent(s) are required to apply for a Waiver of Exclusion Ground (WEG) at the Philippine Bureau of Immigration.


In support of the WEG, the Consulate can consularize the Affidavit of Support and Consent executed by the parents of the minor child.



  • Present the original copy and submit two photocopies of:​

    • ​Affidavit of Support and Consent

    • The birth certificate of the child

    • Passport of the child

    • Passport or driver's license of both parents (copies only)

    • Passport of the traveling companion

    • Marriage certificate of parents, if applicable.

  • Immigration fees to be paid at the port of entry.


The WEG will be applied with the immigration official of the airport of entry in the Philippines. Immigration will charge a corresponding fee. Please visit this website for more information.


The WEG does not include the child/children’s visa. If the child/children will stay in the Philippines for more than thirty (30) days, a visa will be required.



An appointment must be arranged with the Consular Officer before visiting the Philippine Consulate General office.
